Council considers charging for library services such as books, newspapers, television and movies but not music, video or Internet subscriptions. The Board can impose a fee on nonresident residents to fund the local library, but the Legislature can repeal that fee if it deems it to be necessary.
A fee on wireless communications devices is also permitted but the Board has authority to determine the fee based on the nature and extent of the 강남안마device. In 2009, the Board approved a 4.4 cent per hour fee for “Internet-enabled wireless communications devices used for the purpose of downloading material or transmitting information from or to a wireless device.” A fee on voice mail would be charged at 4.45 cents per message, based on whether the service is offered by a cellular carrier.
In a speech prior to the 2011 general election, Speaker Steve Montenegro said the Board’s proposed fee for In건마ternet-enabled wireless devices should apply even to those noncommercial communications devices whose owners are exempt from an Internet-based network surcharge. The proposed fee “is meant to be a deterrent to those who make their living from selling their voice mail or providing local access to the Internet,” Montenegro said at the time.
The bill also would require each library and public library to pay for a program that would make available online content at no additional charge, including those used in library-provided services, such as book-reviews. The Board could also require each library to collect and deliver certain user fees for such services to the public.
An annual cost estimate for the proposed fee, however, has not been publicly released.
If the Board has to impose a fee, it could collect revenues and make them available to schools and libraries, said Robert A. Miller, chairman of the Board’s operations committee. However, Miller said, it must determine how many collections a year are needed, and how many of those collection포항출장마사지s it will require to cover the proposed fee.
